CHEPS doktorantu vasaros mokykla Vilniuje: “Public and Private dimensions of higher education. The role and position of higher education in the 21st century”.
2005-02-18 16:49

Dear colleague,

For the fifth time in a row CHEPS is organising its international Ph.D. summer school. The theme of this fifth CHEPS summer school will be “Public and Private dimensions of higher education. The role and position of higher education in the 21st century”. It will be held in Vilnius (Lithuania) from the 3rd till the 8th of July.

At the beginning of the 21st century higher education remains dynamic. One of the most debated issues is the blurring of boundaries between what used to be clearly separated public and private spheres. Higher education in many countries has long been perceived as a responsibility of the state and therefore firmly controlled by the state. This situation has begun to change in the last 20 years. The ensuing discussion about to what extent higher education is and should be public or private goes much further than the definition of higher education as a public or a private good. Ultimately it is a fundamental discussion about the very role of higher education and the relation between higher education institutions and their environments.

The changing roles and positions are a consequence of several sweeping developments (both real and rhetorical), amongst which are such diverse trends as massification, globalisation, the rise of knowledge-based economies and the decline of the welfare state.

During this year’s summer school, Dan Levy (University at Albany, Department of Educational Administration and Policy, invited) will focus on how massification in states with limited budgets has led to the rise of private providers of higher education. Marijk van der Wende (CHEPS, University of Twente) will discuss the globalisation of markets which has led to an increasing number of for-profit universities operating worldwide and of public universities operating as private businesses outside their countries. The rise of the knowledge economy has meant that higher education institutions are increasingly perceived as crucial for the competitiveness of national economies. Frans van Vught (Former President of the University of Twente) will be discussing one of the consequences of this, namely, an increased pressure to intensify the relation between higher education and industry. Though the phenomena discussed may be global, the impact is often regional and may differ from region to region. As the summer school will be organised in the Baltic region Jaak Aaviksoo (Rector of the University of Tartu) will discuss these private-public dimensions from a Baltic perspective.

Of course, there will be ample time for questions and discussions. Moreover, every afternoon there will be presentations by students, usually referring to their own Ph.D. work. CHEPS guarantees a splendid social programme in Lithuania.

We would like to invite you to apply for this year’s summer school. Also, could you please pass on the information regarding the summer school to anyone who you think might be interested to join us this year? More information on the summer school is attached to this email. More information, as well as an application form can be found on the CHEPS website: http://www.utwente.nl/cheps/summer_school/.

Yours sincerely,

Henno Theisens
