CIGAR stands for Comparative International Governmental Accounting Research.
It is a network of scholars interested in cross-national aspects of public sector budgeting, accounting, financial reporting and auditing.
The network was established in the late 1980’s to promote cooperation between scholars of different countries working in the same field. Since governmental accounting in many countries is not mainstream accounting, international exchange of ideas and discussion of research methods and results is even more important for any researcher as well as for the discipline at large.
Means for promoting cooperation are conferences, workshops and joint research projects. The conferences, open to both scholars and professionals, provide information on the latest research in governmental accounting as well as on practices and reform projects in different countries. They are being held biennially. In the years in between, invited scholars meet at workshops aimed at intensively discussing research issues.
