2004 MAASTRICHT FORUM ON EUROPEAN INTEGRATION
2004-08-01 23:34
Making the Constitution Work
European Institute of Public Administration (EIPA)
Maastricht (NL), 19 November 2004
The Maastricht Forum is hosted by the European Institute of Public
Administration (EIPA). It reflects EIPA's mission to be a bridge between
theory and practice, addressing the challenges posed for public
administrations of managing the goals of European integration. It
provides a space for reflection by academic scholars and expert
practitioners on the consequences of the main developments in European
integration each year.
The Forum is organised with the co-operation of the European Studies
Programme of the University of Maastricht and the Standing Group on the
European Union of the European Consortium of Political Research.
In 2004 the Forum will look at the challenges and consequences of
implementing the Constitutional Treaty. In particular, the conference
will focus on:
* the democratic accountability of the process of
constitutionalisation in Europe, with respect to the negotiation of the
constitutional treaty as well as its ratification;
* the way the new provisions affect the relationships between
different levels of governance in Europe (the European Union, the Member
States and the regions);
* the changing dynamics of EU inter-institutional relations after
the adoption of the Constitution, in particular the anticipated impact
on procedures for decision-making and implementation.
Speakers include:
-- Professor Guiliano Amato Vice-President of the European
Convention
-- Mr Frans Timmermans Member of the Dutch Parliament and Member of the
European Convention
-- Mr Tom de Bruijn Permanent Representative of The Netherlands to
the European Union and Alternate Member of the European Convention
-- Professor Jo Shaw Professor of European Law and Jean Monnet Chair
at the University of Manchester and Director of the EU Constitution
Project of the Federal Trust
We invite proposals for papers to be presented at the conference.
Proposed papers should focus on specific aspects of the issues mentioned
above. Please send a paper abstract of no more than 400 words
simultaneously to Edward Best (e.best@eipa-nl.com) and Thomas
Christiansen (t.christiansen@eipa-nl.com) by 15 September 2004.
